The question

Model a real tradeoff between two funded priorities using actual budget figures from a real, publicly published government budget.

Primary sources / materials

One real, publicly published government budget document (federal, state, or local). Two real funded line items that plausibly compete for the same limited funds. Actual dollar figures for both, current and at least one prior year, for trend context.

Expected failure modes

Comparing two line items that do not actually compete for the same funding pool. Treating "cut A to fund B" as costless when the source budget shows tradeoffs the student ignores. Rounding figures in a way that misrepresents the actual scale.

Done looks like

Two line items identified with real figures and a link to the budget document; an honest tradeoff analysis naming what a shift in funding would actually gain and cost; a stated position on the tradeoff with the reasoning shown, not just asserted.

Five C's

CT: tradeoffs are real, not hypothetical. CR: figures traceable to the real budget document. CO: peer re-derives the dollar comparison from the same source. CM: tradeoff analysis. CZ: recipients of the priority the student's position would reduce.

Mentor role

Government or economics teacher checks the arithmetic and that the two line items genuinely compete. School-supervised.

Rubric calibration

R1: one tradeoff, two line items. R2: figures traceable to the real document. R3: tradeoff logic is sound (the items genuinely compete for the same funds). R4: the cost side of the student's own position is acknowledged. R5: analysis usable by someone weighing the same tradeoff.

Two ways this goes wrong

(a) A tradeoff between two line items that do not actually draw from the same funding source. (b) A position stated with no acknowledgment of what it would cost the other priority.
